The article is an eye opener to many countries. I am in favor of fixed Feed-in tariff. In my article (under sixth point) on "Tapping Optimum Solar Energy" dated:29-06-2011, there is one of suggestion for fixed FITs. The link to read the article

Yes, wouldn't we all like a fixed FIT, and high enuff? The problem is that few govt's or utility regulating agencies have the knowledge to set a sustainable rate, and investors take the hit when the FIT is dropped or lessened from over subscription and lacking funding. If their is no link to carbon production costing the incentive to maintain the FIT is lost, and relies on political will, which changes. Investment companies may feel secure that they would have indicators for the moves happening in the FIT field, and can adjust their holdings accordingly, but investors and builders have more at risk and less flexibility.

Good comments. It would be nice to be able to depend on whatever program - although the best techs will find their way, the governments should issue some kind of fee, penalty, tariff for polluting the environment - not subsidize it.

For now, you cannot do much better than FREE. In One program the tax benefits more than cover the cost of the system - this not only means free equipment, but actually puts money in your pocket: powertaxcredit.com
