Excellent update Mark! I pushed CCA for years when I was a non-profit advocate - and made very limited progress. Glad to see that MEA is succeeding with flying colors and that larger plans are afoot.

In particular, SCE pushed back locally here in Santa Barbara County arguing, in part, that CCAs wouldn't be able to compete with utilities over limited renewables. But Marin's experience has shown that to be completely unfounded as renewable developers (myself included now) work to bring far more renewable capacity to the market than is needed for RFPs.

Sustainability - "We strive to meet the needs of the present generation without compromising the ability of future generations to meet their own needs".

ENERGY EFFICIENCY IMPLEMENTATION IS CRUCIAL TO OUR ECONOMY

"Transparency and accountability is my motto"

Decisions we make today should result in a sustainable world for many generations into the future. Ensuring that decisions being made about our energy, water, and natural resources are sustainable is central to this belief. This also applies to political, financial and economic decisions that affect/obligates current and future generations.

Hello Greg,

Thanks for response.

You wrote, 'Heat rate is the amount of Btu's of fossil fuel burned to generate kWh's of electricity. Since CSPs don't typically burn any fossil fuel (unless they have supplemental firing), the term heat rate does not apply to CSPs.'

Then why does Geothermal have a Heat Rate of 29,050 BTU/kWh?

bill

You're all complicating energy when it should be simplified down to developing individual units or regional at most. As a consumer I want to go to a big box, purchase my power unit for $600 take it home and plug it in. Anything less than this is 16th century technology. Local and regional power is the key. I'm watching the Tehachapi pass and the entire area being raped to put in horrendously loud 500 foot turbines that takes 10% of the land bought or leased for access roads. Off roaders are fined for riding their bike in undesignated areas BUT companies are wrecking wildlands, cutting down thousands of trees for CENTRAL power. People open your eyes. All this is, is another bubble. This time it will bring America to its knees for a long time and enslave the next generations to pay for it. Where was the research to determine the best path anyway? If anyone asked me, it sure wouldn't have been to put unprotected monster blades that turn at 200mph at the tips standing on 300+ foot posts. Instead our government cut deals. This is not renewable. This path is permanently destructive. By the way. Who would like to buy my home? Cal Wind across from me has ministerial rights to put up as many turbines as they want and they do. I hear them 24 / 7. I see the red and white beacon/strobes in the night sky instead of the stars. I hate the fact that I have to fight Helo from putting up 22 476 foot turbines right in my face. I hate the thought of a letter coming in the mail that my home has been taken over by eminent domain for transmission line. Angry? Very.

Hello Ms Glick,

Published statement

In addition, the parties to the stipulation agreed not to oppose PNM's planned rider to recover renewable energy costs — most of which are related to PNM's plans to add 22 megawatts of solar energy to its system ...

concerns some of us AARP members for reason of accusations that large-scale solar generation of electricity may be a fraud.

Suspicions that large-scale solar generation is, in fact, a fraud are heightened because

Electric Power Research Institute CEO Michael Howard's non-response to questions about solar generation of electricity.

New Mexico electrical engineers Frank Currie and Greg Nelson, a PNM, employee insistence that Heat Rate only applies to generation of electricity when combustion is involved.

EPRI/PNM foil reports that Heat Rate applies to geothermal and nuclear generation of electricity so their assertions may be in error.

Non-response of Director of NM Bureau of Geology & Mineral Resources, Peter A Scholle to respond to similar questions.

If it turns out that, in fact, large-scale solar generation of electricity is a fraud in the sense it is unable to produce the electric power advertised measured in kWh, uneconomical, and polluting

Subject: Heat Rate misconception

Mr. Payne,

The definition of heat rate is not the heat content of just the fossil fuel inputting the conversion system—it is the conversion efficiency of the system with whatever is the heat input.

Every plant's heat rate can thus be calculated.

Geothermal energy has a very high heat rate because it utilizes a relatively low grade of heat source—at its best, 350F, 100 psi steam, and thus 1200 btu/lbm. In a modern gas-fired boiler, steam is at 1000F and 2500 psi, with a much higher heat content of around 1770 btu/lbm.

http://www.energyvortex.com/energydictionary/heat_rate.html

heat rate

A measurement used in the energy industry to calculate how efficiently a generator uses heat energy. It is expressed as the number of BTUs of heat required to produce a kilowatt-hour of energy. Operators of generating facilities can make reasonably accurate estimates of the amount of heat energy a given quantity of any type of fuel, so when this is compared to the actual energy produced by the generator, the resulting figure tells how efficiently the generator converts that fuel into electrical energy.

http://www.engineeringtoolbox.com/power-plant-efficiency-d_960.html

Heat Rate (Energy Efficiency)

Overall thermal performance or energy efficiency for a power plant for a period can be defined as

?hr = H / E (1)

where

?hr = heat rate (Btu/kW, kJ/kW)

H = heat supplied to the power plant for a period (Btu, kJ)

E = energy output from the power plant in the period (kWh)

Here in Texas the legislature forced the large power companies to split their generation from their transmission and distribution. It was originally done to create competition in the generation market. It is a three tiered system.
1. Generation
2. Transmission & Distribution
3. Energy Sales
Unfortunately, the legislature didn't understand there is no free trade in a confined market. So, the prices went up, not down. It's not hard to imagine why the power industry made little, if no, protest at the time.

Even though I feel the system is flawed in many ways, it does some important things. It allows the T&D people some autonomy in creating new types of distribution networks. It separates sales from generation. This has gradually broken the monopoly of energy providers in Texas. Which, to their credit, was one of the outcomes the legislature wanted.

If California broke up the power companies in this fashion the relevant issue of distributed power would be in the hands of the T&D companies, not the generators or sales office. T&D companies have a lot to gain from distributed energy. Wires providers could sell storage. More important the issues associated with T&D are treated as equal to the generation and sales within the electrical regulation community.

Unfortunately, the cost does go up some...but it sets the stage for T&D people to determine how big the interconnects are between states and not the generators. Once this happens, the dream, albeit a premature one, of free trade in the electrical power generation industry can happen.

Having a system like this would allow CCA's to coexist without the approval of their competitors.

Americas financial sustainability begins with Made in America

Americans must wake up and take action to protect our liberty and way of life.

America must rejuvenate itself and become the huge industrial power it once was.

It starts by re-inventing the wheel and building manufacturing facilities in the United States that employ Americans who produce quality goods at a competitive price with space age technology and modernization.

Organized workforce and benefits has to be revamped to meet today's economic conditions.

Government and its bureaucracy must be reduced and streamlined. Rules and regulations must be revamped to be conducive to business growth and development.

I like was you say. Sustainability. When I go to the california gov site and read what the Honorable John Laird speaks of, it is sustainability. However, this is a word, not work in progress. The media brainwashing that industrial turbines/solar are sustainable is bull. The utilities will not let go of the grid money, nor will pg&e or edison. There doesn't seem to be anything sustainable about industry changing laws like the draft eagle take legislation in process to reach these means. Actually the birds don't belong to the cities, counties or companies. They belong to the American people and under the supposed protection by Fish and Wildlife Services. I'll make another post here for anyone interested to review.

33:00 min. Master Planner talking.
US Fish & Game has written 2 letters of opposition.
40:00 min. Starts opposition comments. These are very important.
Residents talk about flashing red beacons and strobes (one on every other of the 106 turbines plus red beacons), epilepsy, extreme fire hazards, Kern Audubon, oppose turbines because nests are located on the site – there are California condors that forage there, golden eagles, bald eagles and their beautiful nests. Avian studies submitted were redundant and few were current. Recent helicopters don't spend enough time to accurately find nests.
The area is a major bird migration corridor through California.

Electric cars are they conserving energy? Rev4

Ask yourselves what is the real cost of "Electric Car"?

Note: Electricity is a secondary form of energy derived by utilizing one form of energy to produce electric current.

Let us look at the facts:

In order to produce electricity, we need some form of energy to generate electricity, whereby you lose a substantial amount of your original source of energy in the generation process.
In the process we are losing the efficiency of the initial energy source, since it is not a direct use of the energy.

Let us take it a step further. To generate electricity we utilize; coal, oil, natural gas, nuclear, hydro electric – water, photovoltaic-solar, wind, geothermal, etc. Many electricity generating plants utilize fossil fuel, which creates pollution.

Do you realize how much of the initial source of energy you lose to get the electricity you need for your electric automobile; you also lose electricity in the transmission lines.

Why are we jumping to a new technology, without analyzing the economic cost, the effective return and efficiency of such technology; while computing and measuring its affect on the environment?

Natural gas vehicles are a direct source of energy, where you get the most for your energy source – in efficiency and monetary value. Cost of natural gas to a comparable gallon of gas ranges around $1, it has higher octane and extends the life of your engine, it is also safer than gas.

In these hard economic times – I would think, you would want to get the most for your dollar – and not waste resources.

Another economic impact would be the loss of road tax on fuel, these funds are used to build and maintain the highway infrastructure.
