What backwards retards. Obviously the state is only doing this as a bow to some political pressure out there, and has no intention of getting serious with the RE markets. They might as well have told the utilities that each project must come with its own mud-bog racetrack.

This information is incorrect. We are a trade group in Louisiana and there is no evidence or record of a FIT of any kind in this state. Perhaps the author is thinking of Arkansas or another state in this region.

This is Louisiana's "Pilot RPS" program enacted by the PUC in late 2010 and reported here as a FIT program. The article is generally accurate; however, it was designed with input from the utilities and let's face it; they have no economic interest in being required to do something so this RPS is super-lame. The utilities have put out an RFP per the PUC requirements, they have received responses, but they are under no obligation to accept any of them if they don't meet the low threshold. For instance, an offerer cannot even get $0.12/kWhr if avoided cost is lower than $.09/kWhr. So the utilities can get away with doing absolutely nothing and just throw up their hands if now one comes in with something competitive with the heavily subsidized offshore NG (plus 3 cents). The self-build option is also baloney. Check out the crappy little wind turbine CLECO put up to satisfy that with the extra cash they had on hand. Get real Louisiana or get prepared to start hosing off birds again.
