Yes, under the incentive of a true national energy policy and a lot less regulation the US could also be developing it's untapped small hydro resource at existing dams instead of having to buy Canadian hydro energy as is being done in New England.

Your article forgot to mention the Labrador Lower Churchill river project (2800 MW) at two locations. Muskrat Falls (800 MW) now being developed and transmitted via underwater cable through Newfoundland and Nova Scotia. The larger Gull Island (2000 MW) may will be developed when the smaller Muskrat Falls is up and running about 2 years after. There is also a huge political spin on this. The Upper Churchill which has been in place since 1960'2 will soon have the contract expired with Hydro Quebec at which time the electricity from the Upper Churchill will be diverted to the new route via under sea cables. This will be a total of about 8000 MW being availible to New England along with another 5000 MW of wind power for a total of 13000 MW from NL. This should bring the price down considerbly.

Now is the time for hydro power to make its move! And there is enough hydro power capacity in Canada to power the entire North American continent. Without all the environmental impact of large dams.

I hope New England states will move to this clean hydro power and take the opportunity to shut down some old nuclear plants in the area, as well as old coal plants. The US needs long range policies to free up investment in off-shore wind. There is more than enough renewable energy resources to supply all the needs in time.
