State RPS' Lead to 250% Market Growth by 2025

Signing power purchase agreements will remain the predominant mechanism for utility RPS compliance, expected to account for approximately 70 percent of total renewables added to the U.S. supply mix over the next three years, according to the study.

State RPS targets vary and do a great job supporting a variety of technologies. e.g. NJ has made a point of supporting solar while TX has emphasizing wind.

My hope is that a federal RPS would compliment a state's RPS with supplanting them, so that each state can tailor their rules to match the resources they have and want to emphasize.
