The institute received $300,000 from NSF to research off-shore wind power systems that could meet most of the electricity needs of several coastal states.

"If shallow water offshore potential (less than 30 meters depth) is included in the wind resource mix, 26 of the 28 states would have the wind resources to meet at least 20 percent of their electric needs, with many states having sufficient offshore wind resources to meet 100 percent of needs."

Yawn,
Waste of money.
It has all been covered by Hydro, Blue H and Far Offshore Renewables who are in the business of floating offshore platform development.
If you want to use the money effectively try and find a way of getting nimbys off our backs.

Oil professionals here in Texas, with many years of experience building and developing rigs systems for offshore oil exploration have taken their favorite 'Jack up' platform technology, and fine tuned it for Installation and Operations of Large Wind Turbines Offshore. Their 1st model the TITAN 200 is designed for operations in up to 200'of water, future models can be built to carry large turbines up to 800' depths. No heavy lift vessels or piling systems required as the Mobile, Self Installing platform with legs is assembled onshore with turbine etc and then towed into position offshore where the legs are 'ballasted' down into the sea bed creating the strongest base available, capable of withstanding category 5 hurricanes. The design has already won the UK Carbon Trust prize for foundations. During the course of their work Mr Doug Hines and his engineering team solved larger technical issues relating to the 'Natural frequency problem' associated with large offshore structures of this type. Platforms fixed to the ocean floor are the oil industry 1st choice for offshore operations for safety and strength, in fact there's nothing stronger !
