Regulating Small Hydro

New incentives have led to a number of proposals to build small hydropower projects in the U.S. The Federal Energy Regulatory Commission is considering reforms to streamline the licensing process.

Many years ago, the FERC developed a short-form license application. Maybe it's time to re-think whether the applications for small hydro have to be so detailed, especially for those located at a Federal dam where there is a wealth of publicly available information and the limitations on the hydro operations are governed by the requirement to not interfere with the reason the Federal project was built.

The issue is not only with the FERC licensing process but it exists within the service agencies as well. Stonewalling by BOR, USFWS, and other agencies is rampant in spite of the recent DOE MOU. The BOR doesn't want private concerns building hydro on their dams. Additional restraints on small hydro development can be blamed on the turbine developers; they need to get the cost down like wind and solar component producers are doing.
