German FIT Reduction Could Lead to Q2 Drop

The German government said that it was prompted to reduce the FIT because solar system prices declined more than expected in 2009.

I basically agree that it's legitimate to reduce FIT when PV prices are declining. It's the concept of FIT to push demand so that learning curves are used and economies of scale speeded up. The FIT reductions in Germany also show that PV electricity generation costs are rapidly approaching nearer to grid parity. That's the big success of this supporting concept and we should say thanks to the German red-green politicians who created this FIT law (Erneuerbare Energien Gesetz) some years ago.
But the actual CDU-dominated German government must be criticized for the kind of shock therapy it's now applying to the (successful) PV sector, hopefully it's not doing it because of the jealousy in the coal and nuclear energy sectors ...
If it is meant constructively, why not reduce the FIT on a constant rate, e.g. by 1 per cent each month, continously monitoring respectively the market price development. So there wouldn't be such big demand fluctuations in the market that are destroying investment confidence as well as working places.
