The signing of the Agreement to Lease represents a significant first step in the overall development process, lease execution will likely occur in late 2012, with commencement of construction targeted for 2013.

I'm assuming that this is a CSP project based on its size. Is that the case? If so are they doing thermal storage and NG backup? Are there more details about this proposed facility?

Solar Thermal CSP would be lower cost and use about 30% less land - at least with the co. offering this program turning all income tax liability into an income producing asset. Info / description here: www.tnns.org/solar

Solar Thermal would require considerably more water than Edwards could spare. PV's water requirement for cleaning is probably stretching matters as it it.
