Looks like your link is wrong - could you please correct it? It is a quite significant study against one of the more persistent misconceptions - and in line with similar studies from the UK and other places.

Massachusetts has no setbacks to wind turbines . I think if you review any of these studies most of the setbacks are in thousands of feet. The Town of Dartmouth ,Massachusetts is having a meeting tonight Dec 9, 2009 . The Select Board and Alternative Energy Committtee are telling 500 residents that shadow flicker won't bother them and if an accident occurs it's highley unlikely anyone will get hurt .
Massachusetts is going forward with commercial turbines in residential neighborhoods with no safety to the general public . These people will be held accountable legally .

I'll put the news story here tommorrow about the residents of Dartmouth and their cry for help !

Also, Massachusetts DOES have setbacks to wind turbines. Such setbacks are in the state's model turbine bylaw. And in most every local bylaw.
