First Solar to Build 550 MW of Power Plants for SCE

The installations, which will be among the largest of their kind, will have a generation capacity of 550 MW.

My understanding is that these huge plants are to be built on Federal land, and that of the over 200 applications for putting solar plants on Federal land in the last few years, nary a single one has been approved or built. So are any of them for real?

Has anyone an idea how much is the cost of the contract excluding the land.
