"The U.S. Renewable Fuel Standard calls for production and use of 21 billion gallons of "advanced biofuels" by 2022, which when combined with other biofuels is projected to transform 20 percent of the overall U.S. transportation fuel market from petroleum to renewable fuels."

Really? Most of the 36 billion gallons of biofuels that are mandated to be consumed in 2022 will be in the form of ethanol, meaning that the energy equivalent of that will be about 24 billion gallons of gasoline equivalent. Let's be very generous and round that up to 30 billion gallons of gasoline equivalent. At 2008 levels of consumption for transport (including aviation, diesel trucks and trains), that is 14% of consumption, not 20%. Perhaps you mean as a share of gasoline consumption?

"[The] Canadian governments have set a 5 percent target for use of renewable fuels."

No they haven't. They set a 5% target for "renewable fuels" in gasoline, but a 2% target for "renewable fuels" in diesel supply (and home heating oil). Their use in other transport modes (aircraft, ships) has not been mandated.
