IEA: Feed-in Tariffs More Effective and Cheaper than Quotas for Renewable Energy

Interestingly, IEA notes the high cost of Germany's solar PV program to consumers, but doesn't note the cost of solar PV to both consumers and taxpayers in the discussion on US policies in the paragraph that follows the description of Germany's program.

This report from the IEA seems oversimplified and it uses old data bc of the variability of the US market. Each state sets their own RPS. Could they look at which states have done better with their RPS?

I think the bigger story is the need for long-term tax incentives. They say the US PTC is a sort of FIT premium and it works. Hmmm can we have both a FIT and PTC for uber adoption? As of May 2008 the cost of the program adds about 1.01€ (USD1.69) to each monthly residential electric bill in Germany.
