Surely if the BPU is serious about achieving 22.5% by 2020, this formula has the opportunity to work. Consider:

1) this program ensures that incentives are set at a level that provides for a minimum ROR on projects;

2) quality is a prerequisite: if a system doesn't produce juice, there will be no SREC's to sell; and

3) perhaps most importantly, this should resolve the logjam that has new solar PV projects in NJ on hold because the rebate budget is oversubscribed.

Keep your eyes on this program. More and more state energy leaders are studying it.

The SERC approach is not going to encourage new solar installations for the simple fact that someone contemplting a system must now assume 100% of the installation costs. It is very unlikely that the SERCs will produce enough income to pay off the loan needed to finance a system. I own a farm in New Jersey and this winter I will be building a barn with over 2300 square feet of South facing roof. I had hoped to cover this roof with solar panels, but won't be able to finance it now.
