Minnesota Utilities Seek to Increase Access to Renewables

Readers should also know that&nbsp; the North American Water Office (NAWO) and the Institute for Local Self-Reliance (ILSR) recently asked the MN Court of Appeals to review the legality of a recent decision by the MN PUC that authorizes the CAPX 2020 consortium to proceed with an application for these three new powerlines.&nbsp; The MPUC exempted the utilities from complying with rules that require specific, critically important information in their application, making it much more difficult for potentially better strategies to come forward.<br /><br />NAWO and ILSR believe that the need process is hugely biased in favor of a set of new powerlines.&nbsp; The MPUC&rsquo;s recent decision will have a negative impact on the amount of locally owned, community-based renewable energy projects that are developed as electric utilities meet their future renewable energy obligations (25-30 percent in the coming years).&nbsp; In addition, other procedures can better capture the potential impacts on the transmission system of the energy conservation directives that recent legislation in Minnesota has put forward (1.5 percent per year).

The utilities appear to be distracting the public from the type of generation that will be served by most of the transmission by celecbrating increased&nbsp;access for some token renewables.&nbsp; But&nbsp;the first response is also&nbsp;unclear what type of generation will be served by most of the transmission.&nbsp;&nbsp; Is that the information&nbsp;exempted by the Minnesota PUC?&nbsp;
