As noted in the local press, this is a goal with great possibilities, and great problems - all of which will be paid for by the people of California; and possibly not effecting any change at all. If industries just move to other states, then the problem remains the same, but California's economy goes down the tubes. The hope that some "scientific breakthrough" will occur is just that - a Hope. My hope is that this doesn't bankrupt California, which is very close to the edge right now.
