San Francisco, California [The Examiner] Using the San Francisco skyline as a backdrop, Gov. Arnold Schwarzenegger announced Wednesday that California was leading the way on "one of the most important issues facing our time, the fight against global warming," as he signed into law an ambitious plan to reduce the state's greenhouse gas emissions. The law, Assembly bill 32, seeks to establish regulations, as well as market incentives, to reduce emissions of carbon dioxide and other greenhouse gases 25 percent by 2020.

As noted in the local press, this is a goal with great possibilities, and great problems - all of which will be paid for by the people of California; and possibly not effecting any change at all. If industries just move to other states, then the problem remains the same, but California's economy goes down the tubes. The hope that some "scientific breakthrough" will occur is just that - a Hope. My hope is that this doesn't bankrupt California, which is very close to the edge right now.
