It is one thing to create a TBI that cleanly incents the customer to put on the most efficient system possible. It is another to compound and confuse it as is the case in Colorado where there is a bid process for the $ per mWh SORECS all wrapped up in RFP solicitations. Explaining the Colorado Upper tier TBI is maddening and extremely difficult for the average customer to understand. I wish Colorado had done one or the other and not mixed them together in the awkward way that transpired and is difficult to sell.

I wish Texas had a good system to buy and sell REC for the common home. Currently, there are options for retail electric providers to sell from the wind power they are generating, but there is not a good way to make your own and sell it in this state.
