Connecticut Agency Issues Large RFP on Renewable Energy

The "Project 100" initiative creates an opportunity for developers, manufacturers and financiers to advance Connecticut-based "Class I" clean renewable energy projects. The 2003 landmark Connecticut legislation mandates local electric distribution companies to contract a minimum of 100 MW of clean energy resources by July 1, 2008. The distribution companies will enter into power purchase agreements (PPA) with generators of "Class I" renewable energy for no less than a 10-year period. Pricing under these contracts will include a premium of 5.5 cents per kilowatt-hour (kWh).

Under Round 1 of the program, which concluded in December 2005, three projects representing a total of 34 MW were selected and recommended to the local electric utilities, Connecticut Light and Power (CL&P) and United Illuminating (UI). Out of these projects, in-state projects totaling 19 megawatts (MW) have been forwarded to the Connecticut Department of Public Utility Control.

Some noted changes in Round 2 are that all projects must be located in Connecticut; the maximum project size has been increased from 15 MW to 30 MW; and additional benefits are offered to Connecticut manufacturers of the generating equipment.

Through this program we will not only increase the supply of clean energy for Connecticut, but will also increase manufacturing and economic development activity in Connecticut," said Lise Dondy, COO of the Connecticut Clean Energy Fund. "This program, created by the legislature, serves as a national model for increasing local clean energy production and weaning us from our dependence on fossil fuel."
