I think the sentence "...will be refueled at NextEnergy's new hydrogen fueling station." answers that (end of 3rd 'graph).

Now, where the hydrogen fueling station gets <i>its</i> hydrogen from is a whole different story.

Do these fuel cells use pure hydrogen or do they crack
hydrogen from methane or some other hydrocarbon?

Fuel Cells need very pure hydrogen. Most of it is made from methane or natural gas at this time. To make h2, store it, distribute, then convert ot electricity makes it look very cost effective to use an electric vehicle with lithium batteries and be 4 times more efficient end to end.
You can make electric from solar PV, wind or hydro. All renewables are very good.
