This is good news for people like myself that have been contemplating small gen plants but are baffled by the paperwork and lack of coherent rules. How do I follow up on this to find out everything that would be involved in starting a small renewable gen plant in southern California, particularly in SCE territory.
Looking forward to reading other responses.

How will this help me with a project that is adjacent to a transmission line but with a utility that does not want the electricity I woulld produce.

It seems given that since "the commission emphasized that it does not apply to local distribution facilities" that it will only effect large generators interconnecting at the Transmission level. This excludes Distributed Generation by definition such as solar and microcogeneration system at faciilities on the distribution system downstream of a substation.
What is really needed is the ability to sellback or wheel excess generation on the distribution system. What is happening with that in California?
