Interesting article. Thanks. I think the Cape Light Compact in Massachusetts was one of the original community aggregators.

As the article says, two years ago northern California's monopoly-utility spent $40,000,000 to defeat community choice. They failed, but it was close.

The latest response by PG&E seems to be reassigning costs from production to distribution. That's exactly what I would do if I was them, but it makes it pretty tough for competitors that rent their power lines to survive.

Supposedly there are agencies like the California Public Utilities Commission to protect the public, but, I expect, often times, whoever can afford the most lawyers, wins.

I don't really like government as the provider of everything, but I HATE bullies. If you need a reason to support community choice, do it because monopolist utilities hate it.
