It's good to see the importance of TOU rates to homeowners explained, but the author doesn't understand the boundaries between PG&E's price tiers.

If the baseline is 3000 kWh/year, the top of Tier 2 is 3900 kwh/year (130% of baseline). The top of Tier 3 is 6000 kWh/year (200% of baseline). See http://www.pge.com/myhome/myaccount/charges/

It's also worth noting that West-facing (or SW-facing) solar can generate more revenue than South-facing solar in PG&E territory. These produce fewer kWh, but because kWh produced between 1:00 - 7:00 PM are so much more valuable the total revenue generated is higher.

You're right, I did misunderstand the tiers. And my misunderstanding led to a drastic underestimate of the value of solar under PG&E's TOU plan. Update here: http://energyselfreliantstates.org/content/electricity-priced-hour-boosts-distributed-solar-value-third-or-more
