"The use of the tax code leaves the renewable energy industry heavily reliant on large financial institutions to help them sop up the credits, "

Your entire article can be boiled down to these few words.

I believe it was Matt Taibbi of Rolling Stone that said the US financial industry is analogous to a giant parasitic squid tightly wrapped around the face of the country, choking off its air supply while simultaneously sucking out its life blood.

Every negative rotten thing we as a country suffer can be directly traced back to the parasitic gambling casino we call Wall Street.

Any surprise as to why we now have a national Occupy Wall Street movement?

Hopefully this movement remains peaceful but effective.

Otherwise the high gated walls that now protect the parasites will be no protection at all.

The tax credit system also prevents lower income individuals from investing in solar power. Often the payments are no more than utility bills, but the real payoff comes after the loan is paid off, where low income people could well use the extra money that used to go for electric bills. Since their income tax is minimal, the credit will not help reduce the costs of acquiring solar power. If the government is to provide kickback, why limit it to only tax bills? It is the same dollars either way.
