I am sure glad we have the nutty Koch brothers pedling thier black death. These worthless cowards spent hundreds of millions in an attempt to pervert democracy. It backfired on these worthless mindless thugs in suits. They only care about the bottom line and these morons think the American people are too stupid to understand the complexity of climate change. Maybe so, but we can all understand the billions of tons of toxic sludge these worthless cowards pump into both the air and water. We are killing the planet so these worthless jerks can """"???. What drives a nut job like the Kochs. Their father was the head of the nutty family. He was a founding member of the john Birch club. A right wing nut job extrodiare. These men are not better than a cold blooded killer. They know that their black death kills hundreds of thousands every year. it simply take a littke longer than placing a bullet behind othe ear of your victim. I am sick of these thugs.

The "right policies" are lots of taxpayer subsidies. Solar was about one twentieth of 1% of electric energy in the US in 2010, and wind a little over 2%. Lots of luck with this pipe dream.

A major myth about RPS mandates is the sobbing wail that they will raise electric rates. The alarmist implication is that rates will go up a hugely, kill business profits and create widespread layoffs. Actually the an RPS standard, or more usually the SREC that is traded because of it has a very direct relationship to utility cost. Trading price of 1 MWh = 1 SREC $ ÷ (local PV Watt output in kWh) = $ utility cost/kWh. Here in Tennessee, where we do not have either RPS or SRECs, the utility cost of one SREC at $300 would be $0.0002. That's 2 hundredths of a cent per kWh! I believe that enough solar advocates would buy "guaranteed solar" power for 1¢ more than black power, making the utility a 500% gross margin on their .02¢ investment in SRECs. Where's the problem?

Its not the siting issues that is holding back solar in CA. The projects that Mr. Frommer is referring to are having problems due to poor site selection in regards to sensitive habitat and the amount of land being distrubed.

There are plenty of sites in CA to locate solar projects without having to impact the pristine land with sensitive habitat.

A majority of these developers came in with the attitude that since it was a renewable project, they didn't have to follow the same rules as other generation projects.

There should not be any siting issues for installing PV on existing rooftops. Seems that should be the first place to market these systems to. Lots of small systems would add up to just as much (if not more) total impact to percent of energy generation & use.

What stands in the way? Economics and thermodynamics. Alas, these elements can not be repealed by wishful thinking and ill-conceived adventures in fantasyland.
