Most existing buildings of this type are energy losers, if you analyze heat-transfer it always loses because nowhere between outside and inside is a thick layer of thermal-mass to store heat on the inside of the insulation.

With proper thermal-mass on the inside of the wall, a room only needs 10% of the energy inputs to stay in comfort zone, some adobe homes staying cool all summer w/o air-conditioning as example of this.

What that means is most buildings need insulation on the outside, a wrap, this throwing all the mass of the building into thermal-mass for the interior for such improvements.

So, spend your money wisely.

For all the reasons cited above, is pretty much exactly why multi-family buildings weren't included in the plan. Most people stay in apartments only temporarily and you can never be sure how many will be actually living in the unit.
Multi's would have to be built with energy consciousness in mind beforehand, they can't be retro'd.
Sorry, Mikey, but I don't think you're gonna get a piece of that pie...
