Commercial and industrial usage is highest during midday, so the lowest demand occurs at night. A rational policy would seek to move demand off peak and toward nighttime usage rather than toward midday usage. It is often argued that an advantage of solar generation is that it produces energy that aligns closely with the demand profile, so you would not want homeowners charging up batteries during the day to support their off peak usage (and storage via the grid is also more efficient that storage via lead acid batteries). The Germans are throwing money at a problem that does not exist. Time of day pricing would be a far better way to try to address demand and production mismatches.

The problems with FITs and other energy policies are among the many reasons why sound monetary reform, US RECs, and many other interrelated issues are included in The 2010 Constitution of the United States of America:

You can "make money" (create debt) or you can make sense, but you can't do both until money makes sense.

Making the transition from the monopolistic and kleptocratic petro-banking warfare racket to a free and fair market-based solar economy is long overdue.
