I can't say that I have any particular insight into whether it will delay or hurry offshore wind farms. But I would think the pace would be the same. As you pointed out, there are factors pulling in either direction. Offshore wind farms will be developed on a case-by-case basis.

Let's also not forget about the limited availability of equipment and the need for more transmission.

That's another very good point you bring up, Stephen: The limited availability of boats, equipment--not to mention skilled labor--that these projects face.
