Did energy cause this mess?

One of the buzzwords in the utility sector is to refer to energy efficiency as "low-hanging fruit." Let's hope that the utility sector and consumers really are ready, willing and financially able to invest in EE now so that bigger savings--not to mention environmental benefits--can come to fruition down the road (pun absolutely intended).

To echo another industrywide sentiment: It will likely take a combination of effective policies and private investment to make it happen.

I will attest to energy efficiency techniques as working and working well.
My 3250 sq ft home / museum was built in the 1970s and consumed 61,000 BTU per sq ft annually when I took it over in 2000. It had no cooling at that time. I have dramatically upgraded with sealing, insulation, ventilation, daylighting, and LED bulbs. I also added PV. Additionally I added new energy loads: Cooling and Powering a Plug In Vehicle (Converted Prius PHEV). Now the annual energy usage is Negative! In fact it is dramatically negative ( Minus 22,300 BTU per sq ft in 2009). While the Solar electric did make it go negative, the efficiency improvements were effective in dropping energy usage by about 80% first.
