"Reduction in the use of non-renewable fuels provides environmental benefits to the nation, improves security and leads to use of more sustainable sources of energy. Process and behavioral changes from targeted energy management projects frequently result in reduced raw materials usage, less waste generation and disposal and lower air emissions."

-- Bill Meffert, Manager, Energy and Sustainability Services, Enterprise Innovation Institute at Georgia Tech

Firstly it should be made clear as to what constitute the term Energy Management system. The term means different things to different people in the various professions .
Is it legal to say that CFL lamps are part of a energy mangement system and therefore deserve subsidies and grants,In my opinion no!It is simply technological evolution.
Is it legal to say that cutting part of the peak demand by various means is part o an energy management system? Some will say that has been standard practice for long!
Is it logical to say that if motors are designed and operated at improved effeciency then that is part of an energy management system>
As long as motor design is under evolution this has been a standard practice in all proressive companies.Giving it a name as part of energy management system is confusing the meaning of the term.
Is AMR a part of energy management system? In present day yes but not after two to three years.
The fact remais that such hype of standards are meant for third rate companies and third rate utility operators.and manufacturing units.
These will collapse in their own way in due course .Itis better to concentrate
on standards that relate to design of electrical installations - upgrading them in tune with current technologies.

As a building operator, "energy management system" means the system of procedures for monitoring and controlling energy use and reducing consumption while maintaining normal operating conditions for building occupants. It is about reducing operating cost, so the particular techniques and equipment to be used are determined by the utility mix in your facility. The only true"energy management system" is the building's human operator which is an expensive but fully mobile, intelligent monitoring and control system capable of quick response. If you provide additional software and hardware tools and training the results can be quantified and perhaps improved. It is not the equipment but the operator of the equipment (even if it claims to be fully automated and programmable, GIGO). Creating ISO standards for equipment or buildings is less useful than increasing energy prices to reduce consumption. Wastefulness is elastic.
