Biodiesel from oil seeds and bioethanol from small grains and corn makes no sense from a cost and land use perspective, considering the low yields in Europe.  Sugar beets are too expensive to grow.  Unfortunately, Europe lacks the venture capital market needed to develop new techs.

Europe simply cannot produce the feedstocks it needs on the continent.  This means the much of the feedstock is imported, especially palm oil from SE Asia to make biodiesel.  Palm oil is produced on plantations carved out of the rainforest.  Not exactly a long-term solution.
