I believe we need less enthusiam for yet another set of objectives being set. Small percents at early program stages are easy and maybe achievable from existing RE project backlogs. When the goals get larger a few years out they require large amounts of financial subsidy that needs to be planned for. Who is going to pay and how is a big issue. We need to start reading about "State X has set goals for the next 10 years and here is the plan on how we expect to get there, what we think it will cost, and how we think those costs can be realistically sourced, and from whose pockets, over the planned period".
