U.S. DOE Headquarters to Get $30 M Solar PV System

House of Representatives passes new legislation enabling the installation of a solar energy system on Federal building.

In many scenarios by leading renewable energy experts and advocates, placing solar systems on all Federal buildings has long been on the list of breakthrough strategies to boost the U.S. solar power industry through government procurement. That scenario is now one step closer to becoming a reality with the Solar Net project.

On Monday, the House of Representatives passed new legislation for the installation of a solar photovoltaic (PV) system on the U.S. Department of Energy (DOE) building -- with hopes that the project will serve as a model for other government buildings.

"This system is an important milestone for the U.S. DOE. It's important that they not only showcase technology, but that they demonstrate market leadership. There is an enormous solar opportunity on government buildings at local, state and federal levels, and this highly visible project should further spur other agencies to pursue the solar option," said Mark Farber, vice president of Strategic Planning at Evergreen Solar, a Massachusetts- based company that develops and manufactures PV modules and solar cells.

While one building does not a movement make, with the decision emanating from the government itself people are taking notice -- especially considering the attached price tag. The new bill, H.R. 798, directs the General Service Administration to spend $30 million for a 300 foot long, 130 foot high solar array on the south wall of the DOE headquarters (also known as the James Forrestal Building) located on Independence Avenue in Washington, D.C.

"Turning the DOE into a solar power generating station sends a powerful message that solar will be an important part of the nation's energy portfolio going forward," said Noah Kaye, the Director of Public Affairs for the Solar Energy Industries Association (SEIA).

For 72-year old Congressman Jim Oberstar (D-MN) the passage of H.R. 798 and the undertaking of the Solar Net project has been a long-time coming. In 1977, Oberstar testified before the Public Works Committee, which was later renamed the Committee on Transportation and Infrastructure, in support of renewable sources and fitting federal buildings with solar energy systems.

"What better symbol than the Department of Energy itself, to operate on renewable energy? Let's showcase this project. Let's show definitively this works," said Oberstar, who is now chairman of the House Transportation Committee.

"The federal government should play a central role in encouraging innovation in developing new sources of energy. The Solar Net project is a reasonable, practical and simple alternative to traditional electricity sources," added Oberstar. "It is only fitting that the Energy Department be at the cutting edge of utilizing and supporting applied research in alternative energy sources."

What the Hell is going on here?

130 x 300 = 39,000 square feet.
Times 12 watts/sq.ft. @ 13% net efficiency Polycrystal PV = 468,000 watts.

$30,000,000 / 468,000 watts = $64 per watt. This is ten times the cost of residential PV and you would expect there to be some kind of volume discount on half a Megawatt purchased at one lump sum.

Doesn't anybody know how to use a calculator any more?

It's about time... Read my comments on the CitizenRe article starting with comment #145. Happy Valentine's Day to all. Said the only DOE device ever tested by the US that was 37+ % efficient.....was not used and the developers of the device....are Married German Physicists with over 1000 patents....and a life's ambition to assist the US with Solar....I said they knew ( combined age of about 160 years...) Solar like Werner Von Braun knew Rockets. I actually have a copy of my remarks @yesterday until....black ball <*///>< prm jr.

The spectrolab tests were noted in this publication a short time ago. It's not the first time such efficiencies have been achieved, but the proof of the pudding is in production. If the cells cost many times what the "run of the mill" cells do, then nothing will happen. NREL needs to get onto the funding of mass production if PV is to go anywhere without subsidies and rebates.

Not sure what 37% device is referenced above, but multijunction concentrated PV devices have been tested to over 40%. I do not know if the tests were done at NREL (DOE funded) or not, but it doesn't matter. The technology is valid and verified. They are made by SpectroLab (affiliated with Boeing).

elsewhere someone noted a device NOT TESTED BY THE US DOE rated at 40.7 %.
I would expect the testers....the DOE....the Solar News and everyone inbetween to be on their doorstep at 6:00 AM....T.O.D.A.Y....
please recall if possible....internal combustion engines are in the 20+ range !!!!and output is in the billions of units per annum !

HAPPY PRESIDENTS DAY TO ALL-WILLING TO DIE TO SAVE THE UNION MR. FEB 12TH...before you chuckle...A.L. is the only President on record with a patent !!!!!!

Dr. Laing and wife Dr. Olga are already producing their product I would love for the SOLAR TECHNO-SAVY to visit...www.pyronsolar.com.....and answer these questions....
1. what is the device
2. what is the efficiency
3. is it in production
4. AND WHAT IS THE PROBLEM...PRAY TELL ?
5. what does it cost...can I purchase today ?

I have never gotten a reasonable response to asking someone to look at this site....one response I did get was from a retired nuclear Physicist who beat me about the head and body saying....I HAD TO BE AN IDIOT TO BELIEVE PEOPLE HAVE CREDENTIALS LIKE I SAID THE LAINGS POSSESSED. HE SAID I PUT TOO MUCH FAITH IN WHAT IS WRITTEN ABOUT PEOPLE....at Penn State the German WHO'S WHO said....1400 Patents I read it myself....maybe my German is a little shakey ! Maybe they only have one hundred and forty patents...that is good enough for me !
