According to the IAEA website for Pakistan the current total installed electrical capacity is for 2003 17.9 GW. So this figure above of 9.7 GW seems at odds.

It is not clear if the article is implying that by 2030 growth will be so large that 5% of the total will be 9.7 GW. Seems unlikely. Perhaps somewhere along the way it went from MWh to MW.
