China to Build Offshore Wind Power Complex

[AP via The New York Times] China plans to construct its first offshore wind power complex next year in hopes of easing chronic electricity shortages, the official Xinhua News Agency reported Monday. The complex, to be built in the Bohai Sea off the northern province of Hebei, is designed to have a generating capacity of 1 million kilowatts when completed in 2020. Even though China is considered a developing country, it seems to be moving ahead with its off shore wind generation plant. In comparison, the US with all its advanced resources, seems to be going in this direction at a snail's pace.

I do not know the reason we doddle around when there is so much to do. Is it because Americans have lost their pioneering will? It seems to me that we could do better than stagnate.
