Could Mr. Cirillo of Clickable Enterprise tell us the limitations, modifications needed to the heating oil burner when using 20% soy + 80% fossil fuel oil? Could it be other plant oils?
What modifications, if any, for the oil storage tank?
100% Fossil fuel heating value is 140mbtu a gallon. What is the mbtu a gallon for new mix oil?
Any local permit needed to burn the new oil?

Who gets the tax incentive and is it passed along to the consumer ?

Why not go all the way to 100% bio? Is it a case of availability of B100? Technically it is feasible, and is being done by many who are making their own B100 fuel. I think that in time, this will happen both for heating and for transportation.
