Latin America Report: 396-MW Mexico Wind Deal Gets Financing

One of the best wind resources in the world will soon be home to a massive new wind project.

The 396-megawatt project is in the Isthmus of Tehuantepec in the state of Oaxaca, where wind speeds are known to average 8.5 meters per second.

The development is expected to begin construction in March after the recent completion of a $682 million financing deal. The financing is being provided by a syndicate of commercial banks and development banks. Once completed, the project is expected to be the biggest single stage wind farm in Latin America. Vestas Mexico subsidiary will complete the engineering, procurement, construction and commissioning of the project, and will supply 132 of the company 3-MW wind turbines.

According to figures maintained by the Global Wind Energy Council, the size of the project is larger than the 316 MW installed in all of 2010.

Biofuel Venture in Mexicali: OriginOil has announced a joint venture with algae producer Aquaviridis, based in Mexico. Commerical scale production capacity is expected by the second quarter of 2013.

Small Hydro in Brazil: Malaga Inc. and its partners Emerging Power Developers and Stucky S.A. will build a new 20-MW hydropower plant on Malaga's Pasto Bueno property in Peru. A release from the Montreal-based mining company says the power will be used for a tungsten mining operation.

Utility Buys Brazil Wind Company: CPFL Energia, one of Brazil's largest non-government electricity generation and distribution utilities, said it agreed to pay $620 million for Bons Ventos Geradora de Energia, a Brazilian wind-power company. Bons Ventos owns four windfarms with a licensed capacity of 157.5 megawatts: Taiba Albatroz (16.8 MW); Bons Ventos (50.4 MW); Enacel (31.5 MW); and Canoa Quebrada (58.5 MW).

Brazil to Boost Ethanol: Brazil said it plans to boost sugarcane production over the next four years for use as ethanol fuel in light vehicles. The federal government said a strategic plan to increase sugarcane output during the 2012-2015 period was being developed to firm up ethanol's role as the leading fuel for Brazil's fleet of light vehicles.

Chile 450 MW Onshore Wind Tender: The Chilean Government has launched an international tender call for three land-use concessions for up to 150 MW each of onshore wind.

Chinese Company Lands Chile Wind Deal: Goldwind, a leading Chinese wind turbine manufacturer, is set to develop a 70-megawatt wind farm in Chile. According to an agreement signed with global renewable energy developer Mainstream Renewable Power, the two companies will establish a 50/50 joint venture to build the first phase of the Ckani Wind Farm in the Antofagasta region of northern Chile.

Chile’s Energy Future: Chilean President Sebastián Piñera said he wants to increase the use of the country’s hydro resources in the new national power strategy. According to Business News Americas, the strategy also emphasized construction of an open access transmission highway and steady progress in regional interconnection.
